It is what have I been pretending I can handle.
Overwhelm in general, or one thing pulling you down
Here is the distinction most dream guides skip. There is a difference between drowning because the water is everywhere and drowning because something has hold of your ankle.
If you simply sink under an open expanse, the overwhelm is broad. Life volume, burnout, too many demands and no shore in sight. But if you are pulled down, dragged, gripped and taken under, then a specific weight is doing it. Nine times out of ten my clients can name it once I ask. A relationship that drains them. A debt they do not open the letters about. A job that has both hands around their neck. The dream is pointing at the ankle, not the ocean.

This is close cousin to the dream about falling, where the theme is loss of control rather than loss of air, and the two often trade places across a hard season.
Drowning, rescued, or watching someone else
The role you play in the water changes the message entirely.
If you drown, the feeling has won for now, and the dream is a flare, not a fate. If you are rescued, or you fight your way up and break the surface, that is the hopeful one. It says help is available, or your own strength is greater than the panic told you. Notice who pulls you out. A stranger is your own resilience wearing a face. Someone you know is a real source of support you have been too proud to reach for.
If you watch someone else drown and cannot save them, that usually is not about them at all. It is a part of you, or a situation you feel powerless to fix, and the helplessness is the point. Muddy water or clear
Look at what you were drowning in. Clear water means the emotion is at least honest, something you can see to the bottom of, grief or love or fear you understand. Muddy or black water means the feeling is confused, mixed with things you have not sorted, which is why it feels so suffocating. Clearing the water in waking life, naming what is actually in there, is often what stops the dream from returning.

Did the ground give way, or did you wade in willingly and only panic later. Wading in willingly points to a situation you chose and underestimated, a job you wanted that is now swallowing you, a relationship you ran toward with both arms. Being pushed points to something done to you, a change forced on you, a person who put you in the deep end.
The water's temperature reads too. Icy water is shock, a feeling that hit fast and froze you solid. Warm water that turns dangerous is comfort that went too far, the thing you sank into because it felt good right up until it closed over your head. Surviving is the best outcome this dream offers. Breaking the surface, coughing, alive, says the overwhelming stretch has a ceiling and you outlast it. It frequently shows up right as someone turns a corner in waking life, days before they consciously feel better. Take it as your own system telling you the worst of the wave has passed.
Is a drowning dream a premonition?
Almost never a literal one. In more than a decade of reading these, drowning dreams track emotional states, not future events, so treat them as a mirror rather than a warning about water. The rare exception is a vivid, calm, repeated dream that feels wholly unlike your emotional ones, and even then I would look at your feelings first.
Why do I keep having the same drowning dream?
A repeating drowning dream means the pressure it points to is still unaddressed. Your mind will keep sending the same flare until you answer it. Ask what in your life you keep bailing out instead of fixing, the thing you tread water around every day. Name it on paper. The dream usually eases once the waking problem gets honest daylight, even before it is solved.
